Utilities Customer Service

Overview

The Utilities Customer Service Department is responsible for processing new connects, disconnect requests, transfers, balance inquiries, payment extensions and agreements, leak adjustments, insufficient checks, new meter taps, new construction electrical services, construction portable water meters, Friday requests for electric, plumbing, and mechanical inspections, general account inquiry, and much more. We also answer all customer service calls related to billing for Waste Connections questions.

For All New Customers

To request new utility service, please bring the following to City Hall

  • A completed Application for Utility Service (PDF)
  • Two forms of identification:
    • One must be a valid state or federal government-issued photo ID, such as:
      • State driver’s license
      • State ID card
      • U.S. passport or visa
      • U.S. military ID
    • One additional form of identification, such as:
      • Birth certificate
      • Voter registration card
      • Native American tribal document

All customers transferring from one house (serviced by Duncan Utilities) to another (serviced by Duncan Utilities) will need to fill out the Application for Utility Service and bring two forms of I.D. containing a photograph of the customer to City Hall.

*If you are wondering how to determine your billing Area, please look at the first digit of your utility bill. That first digit will indicate your Area and all Area Billing Maps may be found on our website: https://www.duncanok.gov/222/Area-Billing-Maps

The first digit of your billing account indicates the billing area in which you reside. Your payment due date will fall on a Monday – Thursday on one of the specified dates below:

Future Due Dates, with a 2- or 3-day potential allowance for holidays and calendar:

Area 1 – Due around the 5th of each month

Area 2 – Due around the 10th of each month

Area 3 – Due around the 15th of each month

Area 4 – Due around the 20th of each month

Paying by check or money order? Payments need to be made to City of Duncan.

Waste Connections is the contracted trash service for residents within city limits. For more information on their services please visit https://www.wasteconnections.com/.

Connects and transfers may require a deposit. Contact our office to inquire. Renters will need a valid lease agreement from the landlord. Homeowners will need the proof of ownership or closing paperwork for the property.

If you’re struggling, please know you’re not alone. Duncan Utilities has options to help keep your services connected. 

If you are facing financial hardship, we want to be sure that you are aware that that you have 4 extensions to use per year, and because of the potential of a pause in SNAP benefits, we’ve made the decision to allow for a fifth extension, if needed, for the month of November to provide a little extra breathing room when it’s needed most.

There are also local help organizations that we can connect you with that may be able to help with paying a bill, and we can provide that information to you.

If you’d like to help a neighbor in need, anyone can make a payment toward someone’s bill, and you can do it anonymously. All we need is the customer’s name and address, or account number.

Payments

You can now make credit card payments over the phone by calling 866-224-6372. Payments may be made via drop box at City Hall, or pay online.

Payment Options

If you select option number one auto-pay feature, Duncan Utility customers may now opt to have their monthly bill automatically drafted on each month’s due date instead of a specified date. If you are already set up on autopay and prefer having your payment drafted on the date of your choosing as it is currently, no further action is needed. If you are already set up on autopay and using the date-select option or are not set up on autopay and would like to utilize this option, you will need to login to your online account and change your autopay setting as shown below.

Utility Billing Disconnects

As of October 16th, 2024 City of Duncan resumed utility service disconnects city-wide on all past due accounts.

Please be aware that City of Duncan ordinance does require that your account be paid in full if you are disconnected:

Part 17, Section 102:  “If any utility service is discontinued or disconnected pursuant to this section, the authority, or its agents, shall not reconnect or reestablish the service until the full amount of any outstanding utility service bill is paid, plus the penalty provided in this section, plus any applicable charges or expenses in reconnecting or reestablishing the service.”

*Please note, that standard late fees will apply effective January 1st, 2025.
